Twenty-eight years in New Mexico public education, at nearly every level of it — and an engineering career before that.

Dr. Delgado has served as a teacher, technology director, principal, superintendent, regional education cooperative executive director, and Deputy Cabinet Secretary at the state education department. As a superintendent he worked directly on the operational services families feel first. As a deputy cabinet secretary his purview included oversight of a multi-billion dollar budget, statewide oversight of public school student transportation, which made him intimately familiar with the policy, regulatory, and statutory environment governing it.

As a cooperative executive director he ran initiatives across eight northern New Mexico school districts, operated multi-district consortia for career and technical education, Title III, and regional broadband, and implemented regional reading coach, technology support, and educator mentoring programs under multi-million-dollar intergovernmental agreements with the state.

His first career was in engineering and research. He worked on quality and performance evaluation of prototype digital color imaging systems at a corporate research laboratory, designed a fuzzy-logic climate control system for a NASA controlled-environment life support project, and built autonomous vehicle prototypes at a national laboratory's robotic vehicle range. That background is why our studies are designed the way they are: instrumented, reproducible, and built for continuous improvement rather than one-time reporting.

He founded Erō Point Solutions and     developed its emergent, theory-based evaluation and project improvement system. He also coaches superintendents and board presidents on student-outcomes-focused governance, and has extensive experience working with Diné (Navajo) and Pueblo communities and leaders.

A graduate of a rural New Mexico high school, she brings firsthand familiarity with the communication and access challenges facing small districts and communities. Her background includes integrated campaign strategy, survey design and synthesis for large-scale event planning, and years of developmental editing on long-form manuscripts — work that trains an eye for structure, pacing, and whether an argument actually holds together.

Diego Delgado leads the technical side of our AI advisement practice. He has developed AI-based systems directly, including work on isolating confidential information so that sensitive records are never exposed to an outside model — the specific problem that stops most schools and agencies from using these tools on anything that matters.

He also handles data management, records and information systems, and the evaluation of optimization approaches, both field-tested algorithms and newer AI methods. When a client is weighing an AI feature, a routing system, or a records platform, he assesses it against what the organization can realistically operate, secure, and maintain — reading the data-handling and retention terms rather than the marketing.

He has extensive experience supporting educators and students through hands-on training, troubleshooting, and statewide technology initiatives. He specializes in translating technical systems and processes into clear, usable guidance so that tools are accessible, functional, and actually integrated into daily operations rather than purchased and abandoned.

Raised in rural New Mexico, he brings direct understanding of the connectivity, hardware, and support constraints that small and remote organizations work under — the constraints most vendor demonstrations quietly assume away.

An educational systems leader and strategist who has designed policy at the state level and implemented it at the district level — and knows exactly where the two stop matching.

Timothy brings more than twenty years spanning systemic transformation, district leadership, and state-level policy design. He specializes in cross-sector collaboration, assessment strategy, accountability design, and high school transformation, working to strengthen equitable learning outcomes across New Mexico. He is the founder of Ocotillo Strategies, serving as a trusted strategic partner to public agencies and non-profits improving the student experience of learning.

From 2002 to 2016 he served Las Cruces Public Schools — New Mexico's second-largest school district — and New Mexico State University, in roles including Chief of Staff, District Administrator, high school coach, teacher, and director of various Title V programs. He supervised district-wide policy, strategy, assessment, accountability, human resources, and research, while coaching multiple state-champion teams over fifteen years.

Dr. Hand completed his public service with the State of New Mexico from 2016 to 2021. As Deputy Cabinet Secretary at the New Mexico Public Education Department, he led the design and implementation of the state's education accountability system, supervised the department's communications and strategic initiatives, and directed policy development, coordinating with the New Mexico Legislature and the U.S. Department of Education on compliance. As Deputy Director of the Legislative Education Study Committee, he directed legislative research, policy analysis, and evaluation, drafted legislation, and developed accountability recommendations and fiscal models for education reform.

As founder of Ocotillo Strategies, Timothy leads statewide collaborations that connect education policy to practice, and advises partners on school transformation, assessment systems, accountability models, and strategic planning.
